DEB ID IGNOU – A Complete Guide for Students (2027 Updated)

If the IGNOU admission form has stopped you at the DEB ID field, you are not alone. It is the single most common reason our team at IGNOU Galaxy hears from students who "cannot submit the form". The good news: creating a DEB ID takes only a few minutes once your ABC ID is ready, and you only ever do it once.

Since the academic session that began in late 2024, the University Grants Commission (UGC) has required every learner joining an open and distance learning (ODL) or online programme to have a DEB ID. IGNOU follows this rule strictly. Its own instructions say the application can be submitted only after your DEB ID is validated.

Short version: make your ABC ID on DigiLocker → enter it on the UGC-DEB student page (deb.ugc.ac.in/StudentDEBId) with your own email and mobile → note the DEB ID → use the same email and mobile in your IGNOU form.

What is a DEB ID and why do you need it?

The Distance Education Bureau (DEB) is the wing of UGC that regulates open, distance and online education in India. It decides which universities may offer which programmes in these modes, and it keeps a list of recognised programmes on its website.

In August 2024, UGC noticed that some institutions had enrolled students in unrecognised distance programmes, which put those students' degrees at risk. Its answer was a public notice dated 19 August 2024 that made a DEB ID compulsory for every ODL and online learner, except foreign learners. The ID is created from your ABC ID and, according to UGC, stays valid for your lifelong ODL and online learning.

Student tip: think of the ABC ID as your academic bank account and the DEB ID as the tag that says this account belongs to a distance learner. Regular college students need an ABC ID too, but only ODL and online learners need a DEB ID.

Keep these ready before you begin

Most failed attempts happen halfway through because something was missing. Keep these at hand before you open any portal:

Aadhaar with a working linked mobile number. DigiLocker and ABC verify you with an OTP on this number.
A DigiLocker account, or be ready to create one with that mobile number.
Your ABC ID, if you already have one from school or another university. Do not create a second one.
Your own email ID and mobile number. IGNOU specifically asks you to use your own contact details, not a cyber café's or a friend's.
Your name exactly as it appears on Aadhaar, and a quick check that it matches your 10th certificate.

Step-by-step: how to create your DEB ID

Part A: Generate your ABC ID

Open DigiLocker. Sign in on the app or website with your Aadhaar-linked mobile number and enter the OTP.
Search for "Academic Bank of Credits". Open the ABC ID document in the search results.
Fill in the details asked. Enter the identity and institution details shown on the form and submit. Choose your current or last institution if asked.
Save your ABC ID. It appears in your Issued Documents. Take a screenshot or note the 12-digit number in a safe place.

Part B: Generate your DEB ID

Visit the UGC-DEB student page. Type deb.ugc.ac.in/StudentDEBId into your browser. This is the page IGNOU points to in its official instructions. Avoid look-alike sites that ask for money; creating a DEB ID is free.
Enter your ABC ID. Type the number carefully and continue. The portal checks it against the ABC records.
Add your email ID and mobile number. Use the same email and mobile you will later enter in the IGNOU form. IGNOU validates your DEB ID against these.
Accept the declaration and submit. Your DEB ID is generated on screen.
Record it safely. Note the number, take a screenshot, and check your email. You will need it in the IGNOU admission form and possibly later during your programme.

Part C: Use it in your IGNOU application

When you fill the IGNOU admission form on the Samarth portal, enter your DEB ID in the field provided. The form checks it before allowing submission. If the email or mobile in your IGNOU form is different from what you used on the DEB portal, validation can fail, so keep them identical.

Troubleshooting common DEB ID and ABC ID errors

Name mismatch between Aadhaar and certificates

Your ABC ID, and so your DEB ID, takes its details from Aadhaar through DigiLocker. If Aadhaar says "R. Kumar" and your 10th certificate says "Rahul Kumar", you may hit trouble either at ABC creation or later when IGNOU verifies documents.

Decide which record is correct, which is usually your 10th certificate.
If Aadhaar is wrong, update it through UIDAI first, wait for the update to reflect, then retry DigiLocker.
If the difference is only initials or order and you cannot wait, keep an affidavit ready to upload with your IGNOU application.

OTP not arriving or portal timing out

Traffic on these government portals spikes in the last two weeks of every admission window. If the OTP does not arrive within a few minutes:

Check that the mobile number on Aadhaar is the one in your hand and is active.
Wait before requesting another OTP; repeated requests can lock you out for a while.
Try early morning or late night, use an updated Chrome or Edge browser, or try a private window.

"Already registered" or forgotten DEB ID

This message usually means a DEB ID already exists for your ABC ID. Do not try to create a fresh one with a different ABC ID; each student should have only one of each.

Search your email inbox for the message you received when you first created it.
Look for any retrieval or "know your DEB ID" option on the UGC-DEB student page.
If you still cannot recover it, contact your nearest IGNOU study centre or regional centre, as IGNOU's own instructions advise.

ABC ID not accepted on the DEB page

Recheck each digit; a single wrong digit is the most common cause.
Open DigiLocker and confirm the ABC ID document actually shows under Issued Documents.
If you made the ABC ID minutes ago, give it some time to sync, then retry.
If it still fails, note the exact error message and take a screenshot before asking your regional centre for help.

DEB ID not validating in the IGNOU form

Confirm that the email ID and mobile number in your IGNOU form exactly match what you entered on the DEB portal. Then re-enter the DEB ID without spaces. If it still will not validate, email your regional centre with screenshots of the DEB ID and the error.

Frequently asked questions

Is a DEB ID required for re-registration, or only for fresh admission?

IGNOU's rule clearly applies to fresh admission: the form cannot be submitted without a validated DEB ID. Continuing students do not create a new admission, but IGNOU may ask for your ABC or DEB ID in other processes. Since it is a one-time, lifelong ID, creating it now saves trouble later. Follow the specific instructions on each IGNOU form.

Can I use a single ABC ID and DEB ID for multiple courses?

Yes. You should have only one ABC ID and one DEB ID. IGNOU's instructions say the DEB ID is unique and needs to be created only once, and UGC says it stays valid for lifelong ODL and online learning. Use the same one for any future programme.

What should I do if my DEB ID shows as pending or unverified on the IGNOU portal?

First, check that the email and mobile in your IGNOU application match those used for the DEB ID. Wait a little and try again, especially during peak days. If the status still does not clear, contact your study centre or regional centre with your DEB ID, control number and a screenshot.

Is there a fee to create a DEB ID?

No. Creating an ABC ID and a DEB ID on the official portals is free. Be careful of anyone charging money for it.

Do international students need a DEB ID?

No. UGC's notice exempts foreign learners from the DEB ID requirement.

Can I create my DEB ID at a cyber café?

You can, but enter your own email and mobile number, never the café's. Those details are what IGNOU checks, and you will need access to them later for password resets and updates.
